Though much of the security apparatus around Washington set up after the riot and ahead of Biden’s inauguration — it included scores of military checkpoints and hundreds of additional law enforcement personnel — is no longer in place, about 7,000 members of the National Guard will remain to assist federal law enforcement, officials said.
The Guard Bureau said that the number of Guard members in D.C. is less than 20,000 as of Sunday. All but about 7,000 of those will go home in the coming days. The Guard Bureau said that the number of troops in D.C. would then continue to decline in the coming weeks to about 5,000. They are expected to stay in D.C. until mid-March.

“The planning and process may take several days, but arrangements are being made to return close to 15,000 troops as soon as possible and should conclude within a five to 10-day period,” Murphy said. “Demobilization is involved with equipment turn-in and accountability, travel arrangements, COVID screening and mitigation. Troops will leave by ground transportation, airlift provided by the Air National Guard and contracted commercial air as necessary.”
But about 7,000 troops will remain through the end of the month, he said.

These areas that are both economically depressed and depopulating slide into poverty, drug dependency, and most recently pointless, embarrassing, and dangerous political radicalization. Industry is not coming back to these place, the oil is dried up, the mill has shut down, the mine is all dug out, and so on. People stay because of memories and family and sometimes "history and heritage". In the case of my father they chose to shame him for decades for abandoning them. It's kind of cult-like in a way.
We pay people to stay where they are, even if there's no long-term prospect, but I would support a "Move America!" program that offered some kind of incentive for people to move to areas with better economic outlook. This means cities for the most part.

This is almost certainly why Trump was unable to use them help preserve law and order during last Summer’s George Floyd riots; they would not cooperate.
